User Obligations

This platform was developed to facilitate platform services and features use by Royal Commission (RC) employees and public. Users shall comply with the following:

  1. User ID, Password, and Security
    • When registering a new account, the password must contain the following:
      • A minimum of eight (8) characters.
      • Letters (uppercase and lowercase), numbers, and symbols.
    • Users are fully responsible for maintaining the confidentiality of their ID and password, as well as any consequences that may result from their disclosure to any other party.
    • Users account must be used solely by account holder and may not be assigned to any other party for their own use without prior agreement with the RC. Users are permanently responsible for any use of created account and consequences of such use. Therefore, password must be kept confidential.
    • Users must immediately notify RC if made aware of their account password was exposed to others, or of any security breach or unusual activity on the account.
  2. Information and Documents
    • Content of Information
      • Users agree to provide true, accurate, current, and complete information, and to maintain and update their information to maintain accuracy and completeness. Users are also responsible for any liability arising from the system.
    • User Responsibility
      • Users shall be fully responsible for content of information and documents uploaded or entered into the system and resulting effects. Users are also responsible for effects of any notifications or letters received from RC, and shall be considered notified of such notifications as of submittal date to their account. 
      • System administrator's responsibility does not exceed extent of handling and transferring the information and resulting effects.
      • Users agree to grant platform administration permission to use their data in accordance with terms of platform's privacy policy. Users shall also undertake to activate the location feature for use RC platform. If the location feature is disabled, the platform administration will be notified.
      • Users agree to receive messages or notifications via email or mobile phone number from platform.
      • Users shall update their account information if their mobile number, email address, or any other information entered at the time of registration changes.
      • Users are responsible for service requests issued through their account and data entered therein. Royal Commission shall not be liable for inaccuracy of such data.
      • Users are responsible for any data leakage from their personal account, including usernames and passwords.
    • Avoidance of misuse.
      When using RC platforms for any purpose, Users expressly agrees to:
      • User shall not misrepresent any person or entity not their organization before a person or entity.
      • Users shall not manipulate identifiers to disguise source of any content transmitted over the Internet.
      • Users shall not interfere with or disrupt Services, servers, or networks connected to the Service, or fail to comply with any requirements, procedures, policies, or regulations associated with the Service.
      • Users shall not track or harm any other person or entity through the system.
      • User shall not obtain or store personal data about other users.
      • Users shall not use information for other than their intended purposes.
      • Users shall not provide any confidential information over the phone or online unless they know the identity of the person or party receiving the information.
      • Users shall not upload any viruses or any computer code, files, or programs designed to interrupt, destroy, or limit the functionality of any computer software, hardware, or communication equipment.

  • You shall use the links to the RC Portal, except as provided below. Users shall not copy or transfer contents of RC Portal and shall not create links or frame its contents.
  • Links to RC Portal may be included on other websites provided that such are consistent with the RC's goals and objectives.
  • RC is not in any way considered associated with or affiliated with any trademarks, logos, or commercial brand appearing on the websites linked to it or its contents.
  • RC will suspend or block any links from sites containing inappropriate, obscene content, or that conflicting with laws, intellectual property rights, or privacy.
  • RC will also disable any unauthorized links and shall not be liable for contents of other sites that can be accessed through this portal.

We make every effort to check and test the content of RC portal at all phases of production.

Waiver of claims

RC provides its services, information, and resources for personal use "as is" and "as available," without any warranties or acknowledgment of any kind. We cannot guarantee that interruptions, errors, or problems with the use of this portal or its contents will not occur, whether with or without our knowledge.

Any information or communications sent by users through this portal does not grant them any proprietary rights or guarantees of confidentiality. Also, any interaction or use of the portal does not guarantee or grant them any rights, licenses or privileges of any kind.
RC's waiver of any of its rights stipulated in these Terms in a particular situation does not constitute a permanent waiver of such rights in other situations.

Limits of Liability

Electronic services are provided through RC's portal as a means of facilitating procedures. Users acknowledge that they are fully aware that online communications may be subject to interference or interception by third parties. The information provided through this portal is not considered a substitute for official information available from relevant authorities. Requests and administrative procedures may be submitted directly to competent authorities.
Accordingly, use of this portal remains at your own risk, and RC shall not be liable for any losses or damages that may result from use of or visit to the portal, or your reliance on any information, opinions, or advertisements contained therein.
Also, RC does not bear responsibility for any operational delays, faltering connection, equipment or software malfunction, or behavior or thoughts of any person accessing this portal.
You hereby acknowledge and agree that your exclusive remedy of any damage or loss that may occur as a result of your access to or use of this Portal is to refrain from using or accessing it.

Compensation

You hereby agree not to take any legal action against the RC or any of its departments, and you agree to compensate and insure it from any liability, as well as all entities, employees, or agents involved in managing, maintaining, updating, or providing services to RC's electronic portal.
You shall be responsible from any obligations or liabilities that may arise as a result of any claim related to your breach of the Terms and Conditions of Use or any applicable laws, whether in the Kingdom of Saudi Arabia or in the place where you reside.

Royal Commission Rights

RC reserves the right to change its services - without prior notice - that are not expressly included in this agreement, including but not limited to, entry procedures, menu and command forms, documentation, programs, and system services provided.
RC reserves the right to temporarily suspend the service in the event of maintenance, development, or modification that may affect the service level, until the necessary work is completed.
RC reserves the right to suspend or cancel any user's access to the Service if they violate any term of this Agreement, including but not limited to, engaging in any act that harms the system or users.
RC reserves the right to access user information for authorized personnel in administering the platform and for the purposes and uses determined by RC's approved policies.
Non-identifiable user data may be used for cumulative statistical data and indicators and shared with all relevant parties as platform management deems appropriate.
Penalties stipulated in the Anti-Cyber Crime Law and RC's policies shall apply in the event of unauthorized access to RC's platforms or in case of deletion, destruction, leakage, damage, modification, or re-publication of data.

Applied Provisions

Your use of Platform is subject to RC rules, regulations, policies, and other applicable policies in the Kingdom of Saudi Arabia.

Scope of Agreement

This Agreement applies to the use of the RC platforms provided to users.

Termination of Use

RC platform management has the right to terminate a user's account if competent authority requests termination of service.
Platform management has the right to terminate the user’s account if the user does not accept any change to the User Agreement.
Platform management has the right to terminate the user's account in the event of a violation or breach of any of the agreements, terms, conditions, or information contained therein.
Users shall review and agree to the application or website privacy policy and grants permission for the use of their information in accordance with provisions contained herein.

Judicial authority

You hereby agree to comply exclusively with Kingdom of Saudi Arabia Judicial Authorities regarding all claims and disputes that may arise as a result of your use of this portal. You also acknowledge that Arabic is the official language adopted to resolve any disputes that may arise as a result of use of portal or any of its content.

General Conditions

  • The following User Agreement ("Agreement") governs the use of RC's electronic platforms. Therefore, accessing these platforms constitutes consent to engage with RC electronically, and hence, enforcement of all legal consequences thereof. Therefore, please read the terms contained in this agreement carefully and if you do not agree to these terms, please do not use this platform.
  • RC Platform Management reserves the right to amend these terms from time to time and your continued access to RC Platform constitutes your acceptance of this Agreement terms and compliance with all applicable terms and regulations relating to data transfer. Also, you agree to be subject to all local rules, regulations and laws relating to direct conduct and acceptable content, and to accept Agreement terms in your personal capacity or on behalf of any party you represent, and you also guarantee your acceptance of any changes or amendments to the Agreement, as Users will be notified in the event that the Agreement is updated.
  • Your failure to comply with these rules, whether set forth below or published in various parts of this Platform, may result in suspension or termination of access to RC Platform without prior notice.
