In 1975, a Royal Decree was issued to establish the Royal Commission for Jubail and Yanbu and grant it financial and administrative autonomy to implement the infrastructure plan required to prepare Jubail and Yanbu as industrial areas within the framework of the Kingdom's policy to diversify sources of income and expand its industrial base.

• The Royal Commission for Jubail and Yanbu performs the following roles: • Support the investment environment through the inclusive governance of the RC industrial cities. • Provide developed lands and equipped facilities to initiate the industrial investors' projects. • Provide the necessary infrastructure for the delivery of energy, raw materials, potable water, plants cooling water, and industrial waste treatment. • Enable investors by providing logistic areas and ports equipped to access local and global markets. • Provide integrated services for the residents of the industrial cities, including public, commercial and educational facilities, accommodation and health services.
